VIRGINIA STATE POLICE AND FBI BREAK UP INSURANCE FRAUD RING

In a cooperative effort, the Virginia State Police (VSP) Insurance Fraud special agents and the FBI arrested six individuals today who were indicted Aug. 24 on health care fraud charges by a Federal Grand Jury in Norfolk. The suspects were the targets of a long-term staged auto crash investigation operating in Southampton and Isle of Wight counties and the City of Suffolk. Each of the suspects arrested today has been charged with one count of Conspiracy to Commit Health Care Fraud and between one and five additional counts of Federal Health Care Fraud for each individual staged accident in which they were involved. In May and June 2005, five other individuals associated in the conspiracy pleaded guilty for their part in these same staged auto accidents. The five insurance companies involved paid out in excess of $67,000 for fraudulent claims.

There are a total of six counts charged in the indictment. The arraignment has been set for Aug. 31.

Arrested were:

  • Katina Ann Parker also known as Contee Ann Parker - Petersburg, Va.: One count Conspiracy to Commit Health Care Fraud; five counts of Health Care Fraud.
  • Karen D. Uzzle - Franklin, Va.: One count Conspiracy to Commit Health Care Fraud; two counts of Health Care Fraud
  • Carol J. Neclos - Zuni, Va.: One count of Conspiracy to Commit Health Care Fraud; one count of Health Care Fraud.
  • Carmelita Y. Seaborne - Windsor, Va.: One Count Conspiracy to Commit Health Care Fraud; two counts of Health Care Fraud.
  • Erika J. Seaborne - Windsor, Va.: One Count of Conspiracy to Commit Health Care Fraud; two counts of Health Care Fraud.
  • Martina Seaborne - Wakefield, Va.: One count of Conspiracy to Commit Health Care Fraud; two counts of Health Care Fraud.

The arrests were based on investigations conducted by the Virginia State Police Insurance Fraud special agents and the FBI. Assistant U.S. Attorney Alan M. Salsbury, who prosecuted the earlier cases, was also involved.
